Under a contract with Chemonics, within USAID Local Government Support Project, BRC carried out Assessment of the existing set up of Ungheni town in terms of administrative service provision and developed the concept and necessary documents to establish the Citizen Information and Service Center (CISC) for Ungheni town. The major deliverables of this assignment included:
- Assessment of local regulations and development/drafting recommendations to streamline them, bringing regulations in compliance with national legislation and improving local business environment.
- Development of guidelines for local public services, improving access and comprehension of information about public services.
- Development of solutions to improve access of citizens and businesses to local regulations, applying ICT solutions.
- Four workshops organised with the aim to consult the opinion of local bodies, state and municipal enterprises regarding the proposals for improving the processes.
- Reengineered the process of dealing with public services proposing improvements.
- Designed and proposed implementation of one-stop-shop solutions in rendering public services, including establishment of single applicant friendly front office, ICT solutions enabling on-line application for services and information/decision exchange between local public administration and central public administration institutions, reducing eliminating interaction of citizens and businesses with public institutions.
