World Bank Competitiveness Enhancement Project – building capacity for Regulatory Impact Assessment (RIA) in Moldova (implemented in consortium with DAI Europe)

The aim of this project was to build capacity for civil servants in conducting regulatory impact assessment and to train a group of local trainers to deliver the RIA course on permanent basis. This assignment was carried out just before RIA became mandatory in Moldova.

Under this project BRC was involved in the following activities:

  • Carried out training needs assessments for key RIA staff from ministries, for civil servants at large and for key staff of the Academy of Public Administration;
  • Developed training programs and supporting materials for RIA trainings;
  • Developed case studies for the RIA training courses;
  • Delivered RIA training for key RIA staff (around 100 civil servants), high officials (30 deputy ministers/heads of agencies) and trainers;
  • Developed training curricula for the RIA courses to be institutionalized within the Academy of Public Administration.
