Under a contract with Chemonics, within USAID Local Government Support Project, BRC carried out the following tasks for each of the three towns (Singerei, Taraclia, and Orhei):
- Developed new local public services passports, based on recommendation to redesign and streamline public services.
- Developed draft Plan for local public services improvements.
- Developed Information Guides for customers of local public services.
- Developed training materials for local public servants and delivered trainings related to improvement of local public services delivery.
- Customized operational manuals for local public services delivery, which included:
- Detailed graphical and textual description of procedures for every service provided (service passport);
- Information Guides for each service provided ;
- Detailed regulation of Town Hall activity (considering newly adopted procedures);
- Detailed job descriptions for every town hall staff;
- Models of collaboration contracts for access to and exchange of information with institutions and enterprises collecting and managing the information required for performing its duties;
- Detailed and explanatory list of necessary hardware and software; and
- Necessary resources (financial, human, administrative, etc.).
