Sergiu Rabii is an expert with extensive experience in the area of e-Government and implementation of ICT solutions to streamline the business processes in delivery of administrative central and local public services and improve the efficiency of service provision to citizens and businesses. His successful experience consists of managing the implementation of state information systems that are currently used by central public authorities and coordinating the Government Electronic Services Development Program under the Moldova e-Government Center. The knowledge of local legislation in ICT, state policies in this domain, modern technology trends and experience in dealing with administrative services such as those rendered by State Tax Service, Ministry of Economy, National Bureau of Statistics, National Social Insurance Agency, Ministry of Internal Affairs, Ministry of Agriculture, Ministry of ICT and others make me a valuable asset for the successful implementation of the current assignment.

ICT solutions designed and implemented under the management of Mr Rabii are vital components and enablers of the reforms undertaken by the government especially in the area of regulatory reform and business activity. Examples are Electronic One Stop Shop for issuing business licenses, trade authorizations, state registry of controls, e-filing, business registration, access to government information and sharing of administrative data between public authorities.

Mr. Rabii has a vast experience in working with local public authorities and representatives of the de-concentrated services that was gained during his work in 15 rayons of Moldova for establishing One Stop Shops, during the creation of the Registry of Local Normative Documents and work with Chisinau Municipality. His other specific results include:

  • For the SUAID/Local Government Reform Project, participated in assessment of the existing mechanisms of providing administrative services in Ungheni town (issuing certificates, permits, authorizations, etc.) and the possibility for their optimization and development of the concept and solution for establishment of Citizens Information and Service Provision Center, inducing ICT and OSS solutions involving e-Governance Center solutions.
  • Optimization of reporting requirements, which included: development of methodology to periodically assess the reporting burden and supervise the conducting of the business surveys on reporting burden and requirements; development of proposals to simplify the reporting requirements and improving access for citizens and businesses to government information.
  • Streamlining the construction authorization and all associated public services, issued by local governments. Carried out feasibility studies and proposed OSS solution for LPA.
  • Improvement of business licensing procedures, which included: recommendations to streamline formalities; development of licensing guides for 37 licensed activities; development and implementation of electronic solutions within the Licensing Chamber, including on-line licensing guides, on-line access to database of licensed companies, electronic OSS.
