Development of the New Regulatory Reform Strategy for 2013–2020 and Action Plan for Moldova

BRC in consortium with DAI Europe, under a contract with the World Bank Competitiveness Enhancement Project Implementation Unit, carried out two tasks:

  • Evaluated the regulatory reforms implemented in Moldova until 2012, including: revision of secondary regulations (guillotine 1); revision of legislation (guillotine 2); streamlining of permits (guillotine 2+); operation of Regulatory Impact Analysis system; Doing Business reforms and others.
  • Developed the New Regulatory Reform Strategy until 2020 and its Action Plan. The strategy is focused on shifting the approach from more quantitative revision of regulation, which was primarily based on deregulation until recently, to better regulation or smart regulation, which generates social and environmental benefits while enhancing the conditions for a competitive and innovative economy.
