Development of the regulatory impact analysis (RIA) for implementation of new International Standards for Phytosanitary Measures (ISPMs) in Moldova and promote changes in the regulatory constraint related to the existing system of mandatory testing and registration of new plant varieties

This assignment included the following tasks and deliverables:

Prepared a detailed RIA for the following International Standards for Phytosanitary Measures (ISPMs) to be implemented in Moldova:

  • ISPM 07. Phytosanitary certification system
  • ISPM 08. Determination of pest status in an area
  • ISPM 12. Phytosanitary certificates
  • ISPM 15. Regulation of wood packaging material in international trade
  • ISPM 20. Guidelines for a phytosanitary import regulatory system
  • ISPM 23. Guidelines for inspection
  • ISPM 28. Phytosanitary treatments for regulated pests
  • ISPM 31. Methodologies for sampling of consignments

Developed legal text for the proposed ISPMs, including amendments to existing legislation.

Prepared detailed RIA and identified options for reforming the system of testing and registration of new plant varieties.

Developed legal text for the proposed solutions to the system of testing and registration of new plant varieties, including amendments to existing legislation.
