Development of RIA methodology and delivery of RIA training to consultants from the Standing Conference of Towns and Municipalities (SCTM) and OPTIMUS – Center for Good Governance in Serbia

This assignment was part of the Project “Improving Environment for Businesses at Local Level through Regulatory Reform” in Serbia, financed by the Swiss State Secretariat for Economic Affairs (SECO) and implemented by Standing Conference of Towns and Municipalities (SCTM) (national association of local governments) and OPTIMUS – Center for Good Governance.

 This assignment included the following tasks and deliverables:

  • Designed training modules and delivered trainings to OPTIMUS and SCTM consultants related to the RIA methodology, its objectives, benefits, other countries’ experience and related areas.
  • Developed methodology on introducing RIA principles/mechanism on the local level, in the scope of Serbian political, economic and social circumstances and taking into account actual capacities of local administrations to apply the methodology
  • Provided best practice examples, good and poor experiences from around the World in applying such mechanisms on the local level.
  • Prepared one case study: RIA principles in Serbian local regulation.
  • Provided advices, consulting services and needed information for the Project team when building capacities of local employees and worked closely on applying the methodology on specific local regulation in partner cities.
