Within the framework of the Chisinau Water Development Programme, Apa-Canal Chisinau (the Client) has received financial support from the European Bank for Reconstruction and Development (EBRD). ICON Institute Engineering GmbH in consortium with Sachsen Wasser GmbH and Business Research Company (together hereinafter the Consultant) has been awarded Contract to support project implementation.

The project has the following objectives:

• Corporate development of the Apa-Canal Chisinau by implementation of the Public Service Contract (PSC) and development of the Company’s planning capacity;
• Implementation of Stakeholder Participation Programme (SPP) including advice and implementation support for creation of an inter-community association;
• Facilitation of regionalisation process as provided by the legislation; and
• Project proposals of legislative acts or modification of present legislation in order to facilitate the regionalisation process.

This project includes improvement of billing, accounting and collection efficiency; water tariff setting and Introduction of International Financial Reporting Standards (IFRS).
